David has had a wide-ranging background to both the public and private sectors. His key expertise includes business development., franchise analysis, policy review, development and implementation and project management of infrastructure access as well as regulatory affairs and contract management. He has an ability to analyse large strategic documents and to detail options and commercial strategies for senior management.

Assignments have included business development and franchise bid preperation of rail, tram and bus. Activities include documenation for:

  • Business Development - franchise opportunities, mode capability and partnership analysis.
  • EOI and RFT preperation - documentation, review, and analysis of winning themes
  • Transition planning and implementation
  • Franchise transition, project initiatives, customer service and change management

  • Assignments have included analysis of key strategic documents with the preperation of options and identification of commerical opportunities. General experience in policy review, development and implementation. Organisational and project management skills. Activities include review of:

  • Assignments have included access regime analysis and a business case for gas and electricity network access. Activities include access statements, press information kits and liason with stakeholders:

  • Justification with the ACCC of a new regulatory framework for network extension in regional Victoria

  • Utility customer service charters
